John W. Salmons |
John W. Salmons has over 20 years of experience in the building industry and more than two decades of military service, having served in both the U.S. Army and Air Force. He came to HUD during March 1999. Mr. Salmons is a former National Association of Home Builders Graduate Master Builder and Certified Graduate Remodelor and has long been an advocate for affordable housing. He was the 1997-98 President of the Greater San Antonio Builders Association and is a former State Chair of the Texas Association of Builders Remodelors Council. While in the Air Force, Mr. Salmons served in such “people-oriented” positions as Squadron Commander; Chief, Social Actions and Chief, Personnel Utilization.
Mr. Salmons’ volunteer positions have included a number of productive activities with the City of San Antonio and other organizations promoting “inner-city” revitalization and housing affordability. As Chairperson of the Greater San Antonio Builders Association’s “Affordable Housing Task Force”, Mr. Salmons organized and chaired San Antonio’s first “Affordable Parade of Homes,” which has since been adopted as a regular event by the City of San Antonio and has gained national attention as a model for utilizing public/private partnerships to produce inner-city affordable housing. Mr. Salmons has been honored nationally for his achievements in Affordable Housing by Professional Builder magazine and during 1998 was presented with the State Flag of Texas, which flew over the Texas State Capitol, in honor of his achievements in affordable housing.
Since joining HUD, Mr. Salmons has been instrumental in forming local partnerships to promote homeownership and inner-city housing revitalization, including San Antonio’s "Spring View" HOPE VI development where he help mobilize public/private industry resources to construct affordable single family “for sale” homes utilizing a Public/Private “Partnership” approach. Mr. Salmons earned a Bachelor’s degree in Sociology from the University of Nebraska–Omaha under the Air Force “Bootstrap” program. After retiring from the Air Force, he attained an additional Associate’s degree in Construction Technology from San Antonio College. He is a graduate of the "Leadership Federal Executive Board" and "Leadership San Antonio" training program.

Ryan Middleton |
Ryan Middleton is a Comprehensive and Environmental Planner for the City of Frisco and is responsible for (among many other things) the City’s Green Building Programs. The City’s Residential Program was the first of its kind in the nation in that it was the first mandatory program to require that every home be Energy Star certified. Ryan graduated Summa Cum Laude with a Bachelor of Arts in Public and Urban Affairs from Virginia Tech and is currently pursuing a Master of Public Administration from the University of North Texas. Ryan has been employed with the City of Frisco for almost five years.

Mr. Dorsey is an Associate with ICF International, a Fairfax, Virginia-based policy and management consulting firm. Mr. Dorsey provides project management, program development, implementation and marketing services for energy efficiency programs targeting contractors, homeowners and sales associates in the homebuilding industry. After more than a decade of employment in the homebuilding industry, including several years working as a construction and purchasing manager for a South Texas homebuilder, Mr. Dorsey gained insight of how the industry functions. He is experienced in developing marketing and business plans to enable the homebuilding business to diversify their products and services through Building Science and green technologies. Mr. Dorsey has played a pivotal role in addressing account management issues for raters and homebuilders since joining the AEP Texas ENERGY STAR Homes Program team, and has provided necessary training for HERS raters, homebuilders and real estate agents to educate them on the advantages of building, financing and selling ENERGY STAR qualified homes.

Mr. Roel Ruben Gomez |
Roel Ruben Gomez serves as a Rural Development Specialist for USDA Rural Development in Edinburg, Texas. As a RDS, Roel implements the Single Family, Multi-Family Housing and Rural Business Cooperative Programs, which include evaluating income, analyzing credit, reviewing plans & specifications, making environmental assessments and performing construction inspections. Roel was recently appointed as the Statewide Colonia Programs Coordinator, where he will ensure that USDA Rural Development maximizes their efforts in all colonias throughout the state by collaborating with Federal and State agencies, non-profit organizations and individuals in Texas.
Roel has been with USDA Rural Development for 17 years and has worked in Edna, TX Alice, TX Beeville, TX and presently in Edinburg, Texas. A native of Rio Grande City, Texas, Roel earned his Bachelor of Science in Agricultural Business from Texas A&M University Kingsville and a Masters Degree in Public Administration from the University of Texas Pan American. Roel and his wife Rosita, live in Pharr, Texas, with their son Diego Roel.

Brian Yeoman |
Brian Yeoman has been the city director of the Clinton Climate Change Initiative (www.clintonfoundation.org) in Houston, Texas, since May 2007. Before joining the Clinton Climate Initiative, he was a senior research scientist at the Houston Advanced Research Center (www.harc.edu), where he oversaw sustainability efforts, including facilitating a High Performance Building Team and leading several research projects addressing such issues as residential construction waste management. From 1976 through 2003, he was the vice president of Facilities Planning and Development at the University of Texas Health Science Center at Houston (UTHSC-H). In that position, he was responsible for the design and construction of new facilities and major renovations on campus. He also helped to largely eliminate the use of fertilizers and pesticides, increase the use of native plants, institute campus-wide recycling, and promote other similar efforts on campus. He also introduced the Natural Step (www.naturalstep.org) approach to sustainable practices to the faculty and staff of the UTHSC-H and many others in the Houston region, and was a key proponent and driving force for the construction of the award-winning, LEED-certified School of Nursing and Student Community Center.
Mr. Yeoman has an MA in public administration from the University of South Dakota, and has been the recipient of numerous awards for his efforts in the realm of sustainability, including the 2006 Citizen’s Environmental Coalition (CEC) President’s Synergy Award. He was also recently featured by the Citizens League for Environmental Action Now (CLEAN) in their “People Who Make a Difference” series: “Brian Yeoman: Compassionate Futurist” (www.cleanhouston.org/heros/yeoman.htm).
He is a prolific writer and regularly presents at academic events as well as appearing on local radio and television where he most commonly discusses various components of sustainability, including recycling, energy efficiency, green building, alternative energy sources, and indoor air quality. Jimmie D. McCormick |
Jimmie McCormick is a respected energy savings advisor to industries, commercial entities and municipalities nationwide. His expertise is in Energy Supply Management, Strategic Support, Key Account Services, Customer Services, Operations, and Distribution Design Engineering in both the deregulated and regulated arenas. He is president of Energy Supply Solutions, LLC, which is a provider of energy related services for the consumer, including energy procurement, energy efficiency, green and sustainability.
Prior to founding ESS Jimmie led all tariff initiatives for a client base of large commercial and industrial users in North America. Working for one of the largest energy suppliers in the US, he directed and performed detailed analysis of electric and gas energy consumption for third party purchases and tariff assignment. His clients rely on him for detailed analysis that maximizes purchase power and savings.
Jimmie was instrumental in the founding and structuring of the EEGBI as a pilot of the DOE to provide a degreed curriculum. He served as the Interim director of the EEGBI for the Dallas County Community College District. Jimmie has successfully led initiatives with various governmental entities in implementing and verifying regulatory compliance. He is known for developing and maintaining strong relationships and achieving desired action on energy related issues, while creating customer loyalty.
